Pertinent Issues

  1. ADDITIONAL NALA SEAT
  • At present there is only 01 Member of NALA for an area that is more than half the size of neighbour Nagar Sub division , which has 02  NALA
  • The present delimitation of NALA seats, has disbalanced the geography and demography of Tehsils namely Aliabad and Gojal.
  • The Subdivision faces adversely the funds thus available with only one member who has to cater to both a villager living in Khizerabad and that at the other end in Chapurson or Shimshall.
  • Creation of an additional seat of NALA will rationalize the geographic , developmental and demographic distribution of the Tehsils and each Tehsils will have its own member.
  • A proposal for increase of 01 NALA seat for Sub- Division Hunza has already been submitted to worthy Deputy Commissioner Gilgit

2. ELECTRICITY OUTAGES AND RELATED LOADSHEDDING

In tehsil Aliabad there are 3 electricity generation power houses commonly known as phase 1( 1.2 MW); phase 2(200 KW); phase 3 (500KW), where as the consumption is twice that which is being generated. Thus the resultant loadshedding, however there are two more factors which create fresh set of problems :

  • The drains are full of silt which totally destroys the turbine in few months.
  •  And secondly unforseen floods at the power house intake mouth disrupts the intake of water for power generation.
  • In tehsil Aliabad there are 3 electricity generation power houses commonly known as phase 1( 1.2 MW); phase 2(200 KW); phase 3 (500KW), where as the consumption is twice that which is being generated. Thus the resultant loadshedding, however there are two more factors which create fresh set of problems :

  • For Tehsil Gojal there are 3 power houses too yet the two first phases are only 400 MW each and the third power house is both dilapidated and too risky to operate as it has been built on a life threatening topography. Moreover the earlier mentioned peculiarities with the waters of Hunza also prevail here, which results in unforseen power outages
  • There is a need to expedite the feasiblity studies of 5MW Hassanabad  Power station and that of an establishment of Misgar 2 MW power station

3. FLOUR QUOTA

 As far as the Flour issue is concerned there are two Flour mills in Hunzaeach giving in average around 440-446 flour bags and around 160-190 wheat bags to around 46 villages whose allocation and distribution is based on the 1998 census whereas the demography has undergone a lot of change. The people are thus waiting for the new figures of 2008 census and aspiring for an enhancement of quota on that base. Though a proper schedule along with dual verifications both at the mill as well as distribution venue is being undertaken yet since the ration system is not in place so a family with higher no of dependents gets an equal share that of a family with less no of dependents.  Thus Ration card to be verified by UC and Lumberdars can ensure an egalitarian distribution among villaers.

4. DIESEL SHORTAGE DUE TO DUMPING 

The Diesel issue has its roots in two factors :

  • First is Dumping of PSO Oil products at Caltex, Shell etc filling stations at higher prices which takes away the subsidy factor envisaged for NAs.
  • Secondly since there are only two petrol pumps in Aliabad and only one in Sost it is not possible to seal them down on deviations .
  • Thirdly many of these pumps around NAs does not have an NOCs from NHA authorities
  • It is thus recommended that Dumping taking place at Juglote Depot be regulated through verification of invoices at the start and end of distribution chain and without verification and checking of seal the subsidy benefits may not be claimed by the stations.
